Is the emissions of hybrid cars the same as for a non-hybrid that achieves the same gas mileage?

The Lexus RX400h receives about 25 miles per gallon. While this is better than non-hybrid model, mileage is still not great. I wonder if the RX400h emissions are the same as any other 25 MPG car, or pollutes less?

If driving a car that 25mpg, no matter how the mechanics, who burns the same amount of gas, therefore the same amount of CO2 to the air, period. This means that pollution of the same.
