There are different hybrid technologies, depending on the manufacturer. Even among the same manufacturer, you can find a model adjusted for best performance (power and acceleration) with only a slight improvement in fuel efficiency compared to other eye on fuel efficiency and emissions. (See the Honda Accord Hybrid vs. Honda Civic Hybrid, or Lexus hybrid models compared to their sister Toyota hybrid models …) There over ownership of the vehicle, besides the initial purchase cost and the amount of gasoline used – there are also costs to maintain and secure, and cost amortization. However, the social costs of emissions are not included. Hybrids tend to be at worst an ULEV, with many of AT-PZEV. Some are only sold in CA-emissions states. Most city buses I've seen in Boston or New York have been or hybrids or CNG. Nothing much different with respect to a hybrid taxi bus to justify a question about it, however. For some people used to listen to the sound of the vehicle engine, which may sound like a hybrid is stagnating, but in reality it is not – this is just the vehicle to turn off the gasoline engine (since they may not be required to propel the vehicle, or provide for Hybrid battery charge, or provide climate control), as it is designed to do. I have not heard of a hybrid reality stagnation, without embargo. Advantages and disadvantages of hybrids: http://answers.yahoo.com/question/index; _ylv = 3? Qid = 20060901093048AAvvBZj
