N State Inspectorate on a used car?

My wife and I on Saturday went to a mega batch of used cars about 100 miles from his house and we found a gem of a car. We talked to the saleman and he said they were interested and then began to talk about when they wanted to collect the car. We were confused because we said, "Now would be fantastic." He told us that the car has the State Inspectorate and all cars sold is an oil change (which was 7:30 pm on Saturday and ends at 8). He said the problems of the inspection is set at no cost to us obviously. So my question … Why they would do an inspection in the States in their car lot? It may be that the whole exaust system need to be replaced and we have already agreed a price, so now you are stuck with the repairs (which I do not think the system needs exaust work … just an example). asking if anyone has a good reason they would not make an inspection. Thank you!

Cost control. If you can not move the car off their lot in a certain amount of time that will take you to the auction, then inspection, etc., will be a problem for some other dealers. If someone walks in who wants to buy, then label, change the oil, hit the dust, etc. The term is "wearing out." Everything besides this: When you buy a car, you do not want the inspection for several months and, Right? Not me.
