is a golf cart charger electric supposed to make a loud noise?

just bought an electric golf cart and came with a charger. we connected charger in the car and is making a strong buzz. this is what my neighbors have to deal with every night?

Sounds like the layers in the transformer are loose. This does not affect the operation of the charger, but you can create a buzzing irritant. Contact the seller first, then the manufacturer to resolve the problem.
