How can I donate a car from a VE developer?

I have a SL1 1999 Saturn with 160K miles. Free to the right person. It is a standard 5-speed in fairly good condition except the engine. Once too often I let the oil change a week too long, more or less. Now there's a thumping noise from one of the internal bearings. This would be a great electric car conversion and I will give to anyone wanting to use it for this project. (technically I will sell you for $ 1.00, unless it is a charity set capable of handling the donations.) The current record is good until November. He is currently in the Sebago Lakes Region of Maine, and the engine is good for an unknown number of miles. Maybe 100, maybe 10k? I have removed the car from my insurance policy, and inspection of state is exaggerated.
